Editorial ethics

The editorial ethics of the journal "Housing and Utilities Infrastructure" is developed taking into account the Code of conduct and Best Practice Guidelines for Journal Editors - Committee on Publication Ethics, as well as the Declaration of the Association of Scientific Editors and Publishers "Ethical Principles of Scientific Publications".

The editorial board of the journal takes a responsible approach to the task of maintaining scientific reputation, is guided by the principles of science, objectivity, professionalism, impartiality and does everything possible to ensure the quality of scientific publications, while taking care of the author's position and copyright.

In its activities, the editorial office is responsible for the publication of the author's works, which makes it necessary to follow the following fundamental principles:

  • When making a decision on the publication, the editorial board of the scientific journal is guided by the reliability of data presentation and scientific significance of the work under consideration.
  • The editorial board is obliged to treat the author and his work respectfully, to carry out all contacts with the authors only in a benevolent, correct tone.
  • The editorial board should evaluate the intellectual content of manuscripts regardless of race, gender, religious views, origin, citizenship, social status or political preferences of the authors.
  • Unpublished data obtained from the manuscripts submitted for review should not be used for personal purposes or passed on to third parties without the written consent of the author. Information or ideas obtained in the course of editing and related to possible advantages should be kept confidential and should not be used for personal gain.
  • Editorial staff is obliged to coordinate with the authors all changes made in order to avoid infringement of copyrights.
  • The editorial board should not allow the information to be published if there are sufficient grounds to believe that it is plagiarism.
  • The editorial board passes the reviewer's comments to the authors in full, if they do not contain offensive or defamatory remarks;
  • Editors should strive to ensure that the peer review in their journal is fair, objective and timely.
  • The editors should not leave unanswered any claims regarding the manuscripts or published materials reviewed, as well as take all necessary measures to restore the violated rights in the event of a conflict.
  • The editorial office should publish corrections, clarifications, retractions and apologies when necessary
  • Editorial staff should support initiatives aimed at reducing research and publication-related violations
  • The editorial office guarantees access to publications, providing storage of materials in leading libraries and repositories of scientific information of the country.

The reviewer carries out a scientific examination of the author's materials, so that his actions should be unbiased, consisting of the following principles:

  • A manuscript received for review should be treated as a confidential document, which should not be passed on to third parties who are not authorized to do so by the editorial board.
  • The reviewer is obliged to give an objective and substantiated assessment of the stated results of the research. Personal criticism of the author is unacceptable.
  • Unpublished data obtained from manuscripts submitted for review should not be used by the reviewer for personal purposes.
  • The reviewer, who, in his opinion, does not have sufficient qualification to evaluate the manuscript, or cannot be objective, for example, in case of a conflict of interest with the author or organization, should report it to the editor with a request to exclude him from the review process of the given manuscript.

Principles that should guide the author of scientific publications

  • The authors of the article should provide reliable results of the conducted researches. Knowingly erroneous or falsified statements are unacceptable.
  • The authors should ensure that the results of the research stated in the submitted manuscript are fully original. Borrowed excerpts or statements should be drawn up with the obligatory indication of the author and the original source. Excessive borrowing, as well as plagiarism in any form, including unexecuted quotations, paraphrasing or assignment of rights to the results of other people's research, are unethical and unacceptable. The originality of the text must be at least 75%.
  • The contribution of all persons who in any way influenced the course of the research should be recognized, in particular, the article should provide references to works that were relevant to the conduct of the research.
  • Authors should not submit to the journal a manuscript that has been sent to another journal and is under consideration, as well as an article already published in another journal.
  • The co-authors of the article should indicate all persons who have made a significant contribution to the study. It is inadmissible to mention among the co-authors persons who did not participate in the research.
  • If the author discovers significant errors or inaccuracies in an article at the stage of its consideration or after its publication, he should notify the editorial board of the journal as soon as possible.

The journal reserves the right to reject any manuscript submitted for publication that does not comply with the above principles.
